The rotor was actually getting too much pressure on the inside brake pad. Had to install a couple of shims for proper fitment. Try loosening the axle nut and spinning the wheel. Tighten the nut a little at a time, spinning the wheel each time you put some turn on it. Or just look at the pads, bet ya that's where they're binding.

I turned it around and then torqued the axle (50-55 ft lbs) to spec as per the manual. The wheel turns more freely 1 to 1.5 rotations when up on my lift, where as before, like you, it only rotated aprrox. 1/2 to 3/4 of a turn. If I hold the bike up and spin the rear wheel in the same direction it would spin if riding normally, it rapidly comes to a stop, rotating perhaps for 1/10th the time the front wheel does with the same strength spin.
